Cancer Treatments Using Electricity On Cells?

Ive Heard that theres a treatment being developed to treat cancer that involves passing HUGE ammounts of electricity (1400V) through a cell for 9nS causing the cell to split/open up for a moment that will allow treatment to be delivered directly to cells and then the cell will reform again and be unharmend atall. However i have no idea what this treatment is called... Anyone Have Any Ideas??
