I heard that there are people whose blood is blue due to evolution and that it has much better properties than our normal red blood. is this true?

I read about this too. But it turns out its actually a myth. But it seems blue blood does exist within other creatures on earth. Have a look at my source. It has photos and videos and everything..

Although the answers above relating to deoxygenated blood being blue are correct, in your question I believe you may in fact be referring to the genetic disorder methemoglobinemia. Carriers have elevated levels of a slightly altered hemaglobin which binds to oxygen more readily and so doesn't release oxygen to the tissues as well. This means that the tissues can not have as much oxygen resulting in the person being blue in colour.
Rather than being advantageous, this disease is disadvantageous. However, the blue fugates of Kentucky (a family who all had this rare condition) lived relatively healthy lives and some lived to the ripe old age of 80.

I cannot stress this enough. Without oxygen, blood becomes a darkish red color, but certainly not blue. Your veins look blue due to how light reflects on them.
All humans have red blood. Blue blood is present in some animals that use copper instead of iron to transport oxygen in their arteries. It is useful to them in the environments they live (low-oxygen, cold environments mostly) but it's not useful for the vast majority of animals. Which is why we use iron instead.

Everyone has blue blood. It only turns red when it hits oxygen. Meaning until you get a cut or injury or some sort the blood in your viens is blue and when it comes out of the cut and hits the air around you it turns red.

Blood is blue when the hemoglobin within the blood is not bonded to oxygen. after transporting oxygen around your body, the blood must return to the lungs for more oxygen. Travelling through your arteries, the blood is blue. however if you cut yourself it would still show red, as the blood has once more come into contact with oxygen.

All blood I blue when it does not have oxygen in it. It changes red as soon as it comes in contact with oxygen :)
